There has been a continuing effort by the Duggan family to re-open police investigations in Germany. The German authorities have consistently refused these applications.

On the 1st October 2006 the German lawyers Nicolas Becker, Philipp Stucke and Hans-Eberhard Schultz filed the case with the German Federal Court as all three previous applications to the Hessen authorities for a full investigation of Jeremiah Duggans death had been turned down. 

On the 10th November 2007 a public meeting was held in the House of Democracy in Berlin to which the Press and concerned members of the public were invited.

The purpose of the meeting was to discuss the case that had now been sent to the Constitutional Court, the highest court in the German State. 

Erica Duggan spoke about how for the last three and a half years in order to get an investigation they had to do the work of the police and even so the case had been turned down. Private investigators and experts had produced a considerable body of information that raised doubts about the circumstances in which Jeremiah had died. 

The German legal team outlined as follows: There has been a violation of citizens rights as well as the denial of an opportunity to have a public hearing.

The lawyer Hans- Eberhard Schultz spoke about how the Strasbourg Courts clarifies that the state has an obligation to protect its citizens. There is an obligation to investigate and determine how a death comes about even where agents of the state are not implicated in the death. The lawyer Nicholas Becker spoke about how the police assumed suicide too early and therefore only carried out a very superficial preliminary investigation. The Lawyer Philipp Stucke spoke about the failure by the authorities to carry out a post mortem even though this was recommended by the doctor certifying death and this was left out of the Prosecutor files. In addition it was noted that there was no medical investigation to establish whether the injuries that caused the death were as a result of a traffic accident or not. 

Extracts from the new reports were presented including the results of a forensic photographer's report which suggest that Jeremiah's death may not have been caused by being hit by cars and that his dead body was placed on the road to make it look like a traffic accident. 

Erica Duggan described her shock at finding evidence in her son's bags of the LaRouche youth cadre teaching her son anti-Semitic conspiracy theories.

Pastor Thomas Gandow , related more facts about the LaRouche Schiller Institute using cultlike methods of recruitment and having past connections with the Intelligence police services which should never be a reason for foreclosing an investigation. 

German people spoke out publicly for the first time about the suffering of the families that find themselves without any State support when they see how their children are subjugated and victims of manipulation and exploitation by the LaRouche youth movement. Even the holocaust is twisted and reinterpreted by this anti-semitic group. Nothing seems to be done to prevent these destructive groups recruiting young people on University campuses, telling students to abandon their studies and their families to serve the goals of the convicted criminal Lyndon LaRouche and his wife Helga Zepp LaRouche.

Hugo Duggan spoke about how even after Jeremiah had died it was shocking that there was no enquiry into the possible dangers to youth of the LaRouche Youth movement.

Guenther Jikeli ( Internationalen Institut fuer Bildungs Research Group on Anti-Semitism) raised questions about whether there was indoctrination of young people into ideologies that incite terror and hate and disseminate anti-semitic conspiracy theories . Discussions followed to consider whether the LaRouche youth movement which appears to be a military style cadre schools similar to Hitler youth groups is a threat to the rule of law in  a democratic  State?
